A caricature in the Berlin political satirical magazine "Kladderadatsch" in 1861 takes as its theme the national movements in the Habsburg monarchy and the attempts to hold the state together by means of a centralist constitution. It addresses the latest events in Austria: After the end of the so-called neo-absolutism, a central parliament was established in 1861 (Reichsrat) in Vienna as well as provincial parliaments in individual provinces. Elections were called. Although the spokesmen of individual countries promised a federal structure that would give the countries more rights, a centralist model prevailed. At the same time, the government tried to promote an all-Austrian identity of the population. In Berlin this situation was seen as a proof of the internal weakness of the Habsburg Empire.
